What are the main issues involved with me picking leaves before they are fully ripe?
I intend to use them for the filler and binder.

Thin leaves with no flavor or aroma. But if you have to do it, then do it.

It all depends on how under ripe you mean. I picked some this year at 1 week after topping, 2 weeks after topping and 3 weeks after topping. They all went in my kiln for 3 weeks and they all taste the same (good!). These were cigarette tobaccos though. I did the same thing with cigar leaf but have not tried them yet.
