It doesn't look like any strand of baccy I've grown. I'd leave it for a while and see what happens. I got some petunias outta the deal last time I did that.

Tobaccos and Petunias look almost identical at around 4 weeks. We have several flats of both in our greenhouse right now. My wife told me to move a the petunias to one side the other day so she wouldn't confuse them when she does some thinning this week. Last year we had a small thinning incident and some tobaccos I planned to divide got snipped instead. oops

No growth bud as a tobacco plant would reveal. I would say a flower or vegie.
