You need to shred your tobacco with something like a pasta shredder. Running the shredded tobacco through an injector or a rolling machine will give you the same "plug" of tobacco. If you shred your tobacco with a Powermatic it will not work. You need the long strands of shredded tobacco to form a tangled matrix to hold it together.

JBD is, of course, correct. The Luck Strike cigarette filler does not use adhesive. It's just well-packed long-shred tobacco.

This is fairly easy to do with a cigarette roller, as opposed to an injector.
