I'm wondering how a sample infusion might be done. Do you mean having boiling water and mixing in sugar and flavourings and the adding tobacco?

Sure, that would work if u want some sweet chew.
I generally make up a liquid batch to use for spray on dry leaf, then roast & toast, and spray some more, in between.
...but that's probably not the definition of 'infusion'.
